February 12th, 2007

 

Pursuant to due call and notice thereof, a regular meeting was held on Monday February 12, 2007 at      6:00 P.M. in the Crosby City Council Chambers.  The Pledge of Allegiance was given.  The meeting was called to order by Mayor Sova with Member Erwin Neprud, Member Debra Shankle, Member Edward Vukelich and Member David Ferrari present.

 

MOTION MADE BY MEMBER NEPRUD AND SECONDED BY MEMBER VUKELICH TO APPROVE THE MINUTES OF THE PREVIOUS MEETING AS PRESENTED.

VOICE VOTE: ALL AYES. MOTION CARRIED

 

MOTION MADE BY MEMBER VUKELICH AND SECONDED BY MEMBER SHANKLE TO APPROVE THE CLAIMS AS PRESENTED.

VOICE VOTE: ALL AYES. MOTION CARRIED.

 

Member Shankle questioned the payment of forty dollars to the Region IV meeting held in Brainerd.  She wanted to know if it was approved at any of the meetings prior to the event for the Clerk and Amee to attend.

 

Sergeant Smith presented Officer Eric Stangler with the Lifesaving Award for the prompt attention and administration of CPR to Citizen Gary Jones.  Emergency Medical Technician Ryan Franz was also on the scene and offered his thanks to Officer Stangler for the proficient teamwork and submitted a letter to the Police Department depicting Officer Stanglers actions.  The Jones Family presented the team with flowers.

 

Public Forum-

 

Elissa Rogers submitted a report from CREDI showing the work that is in process and what is planned.

 

Johnna Johnson represented the Cuyuna Chamber of Commerce regarding banners and advertising donation.

 

MOTION MADE BY MEMBER VUKELICH AND SECONDED BY MEMBER NEPRUD FOR THE CUYUNA CHAMBER OF COMMERCE TO HANG RED BANNERS ON COUNTY ROAD 31 AND COUNTY ROAD 6 WELCOME SIGNS. Motion carried.

 

MOTION MADE BY MEMBER NEPRUD AND SECONDED BY MEMBER VUKELICH TO TAKE FIFTEEN HUNDRED DOLLARS OUT OF THE ADVERTISING BUDGET TO GO TO THE CUYUNA CHAMBER OF COMMERCE TO USE FOR ADVERTISING. Motion carried.

 

 

 

 

Public Comment

 

Charles Sellers suggested to the council the advantages of a city manager.  He also cautioned the council on disbursing advertising funds to the Chambers activities.  He is certain the council is not at liberty to use the funds in that manner.  He stated he would research their actions further.

 

New Business-

 

MOTION MADE BY MEMBER VUKELICH AND SECONDED BY MEMBER NEPRUD TO APPROVE THE COUNTY TO SELL THE TAX FORFEITED LAND.

Motion carried.

 

MOTION MADE BY MEMBER NEPRUD AND SECONDED BY MEMBER SHANKLE TO ACCEPT THE RESGNATION OF LAVERNE BOOTH FROM THE PLANNING AND ZONING COMMISSION.  Motion Carried.

               

                The council acknowledged the need to advertise for a new commission member.

 

Fire Chief Charles Leonhardt report

 

The department had three runs since meeting last, one of which lasted nine hours.  One firefighter suffered a sprained knee at that scene.

 

 

Public Works

 

             The park restrooms are still in the preliminary stages. 

             The furnace quotes were tabled

              Roy Abbott is on the water run program for the City.  He has to use hoses to

               run the water and since the water is run outside, the hoses broke.  He has a better                

               system that involves PVC piping that will eliminate broken or frozen hoses.  He

                does request that the City reimburse him the cost of the broken hoses. 

 

MOTION MADE BY MEMBER VUKELICH AND SECONDED BY MEMBER FERRARI TO REPLACE THE HOSES AT THIRTY DOLLARS A PIECE FOR ROY ABBOTT WHO RUNS WATER FOR THE CITY WATER RUN PROGRAM.  Motion carried.

 

                Pictures were viewed by the council in regards to the heaving sidewalk at Gators

                And Trinkets.  A letter will be drafted by Widseth Smith and Nolting explaining

                the need for insulation in the crawl space of the building and how that  will probably suffice the

                heaving sidewalk problem. 

 

 

MOTION MADE BY MEMBER VUKELICH AND SECONDED BY MEMBER SHANKLE TO CLOSE THE MEETING TO DISCUSS PERSONNEL ISSUES.

Motion carried.

 

MOTION MADE BY MEMBER SHANKLE AND SECONDED BY MEMBER NEPRUD TO OPEN THE MEETING.

 

                The meeting opened again at 6:55 P.M.

 

City Engineer Tim Houle of Widseth Smith and Nolting reported the following

               

Tim shared a draft funding and cost worksheet to show what information is compiled to make application for funding the water improvement project.  He also stated that DEED could give a grant as well.  It may take many applications before it would be granted.  It would also require timing of applications and the project in order to receive the money in time.

 

 

City Clerk Cindy Nelson had no report this meeting

 

                Mayor Sova put in a request for the actual numbers versus the budgeted numbers.

 

Committee and Mayor Report

               

MOTION MADE BY MEMBER SHANKLE AND SECONDED BY MEMBER FERRARI TO APPROVE THE HIRING OF PEGGY BESERES AS THE HALLETT MEMORIAL HEAD LIBRARIAN AT THIRTY FOUR THOUSAND DOLLARS PERYEAR WITH A POSITIVE REVIEW AT SIX MONTHS A THOUSAND DOLLAR RAISE WILL BE GIVEN.  Motion carried.

 

No retro pay is to be given and the new wage shall begin on February 13, 2007.

 

MOTION MADE BY MEMBER NEPRUD AND SECONDED BY MEMBER VUKELICH TO REAPPOINT DENNIS WIER AND TOMMY ROLLENS TO THE PLANNING AND ZONING COMMISSION FOR THE LENGH OF A REGULAR TERM. 

 

                In the matter of part time employees to receive prorated holiday pay it was decided that it shall not be considered.  In light of this Clerk Cindy Nelson shall write a letter to Marilyn Hesch in which the Mayor will sign informing her of the council’s decision as to why the request is rejected.

 

The next union negotiation meeting is in the charge of Les Kundro.  As of yet no date has been set by him.
