February 26th, 2007

 

Pursuant to due call and notice thereof, the regular meeting of the Crosby City Council was held on Monday, February 26, 2007 at 6:00 P.M. in the Crosby City Hall Council Chambers. 

 

Acting Mayor Edward Vukelich called the meeting to order with Member Debra Shankle, Member Erwin “Buzz”Neprud and Member David “Butch” Ferrari present.  Mayor Dale Sova was absent.  The Pledge of Allegiance was given.

 

Also present were Police Chief Kimberley Coughlin, City Attorney James Gammello, City Engineer Mike Rude of WSN and City Clerk-Treasurer Cindy Nelson.  City Superintendent Laverne Booth and Fire Chief Charles Leonhardt were absent.

 

A MOTION BY MEMBER NEPRUD AND SECONDED BY MEMBER SHANKLE TO APPROVE THE MINUTES OF THE MEETING OF FEBRUARY 12, 2007 AS PRESENTED.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

A MOTION BY MEMBER FERRARI AND SECONDED BY MEMBER NEPRUD TO APPROVE THE CLAIMS AS PRESENTED FOR PAYMENT.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

New Business –

 

A letter was received from the C – I Prom Committee asking for donations for the prom.  The City is unable to donate to this type of activity.

 

Reports –

 

Fire Department – None

 

Police Department –

 

-                      The Police Department just had its audit from the BCA on the State Terminal and the report came back very satisfactorily.

-                      One item that does need correcting in the City Ordinance is about criminal histories and the proper language.  The Chief and Attorney Gammello will change the language for the ordinance and present the changed ordinance language at the next meeting.

-                      Requested approval for attendance to the annual Chief of Police conference in April in St. Cloud.

 

MOTION BY MEMBER NEPRUD AND SECONDED BY MEMBER SHANKLE TO APPROVE THE ATTENDANCE OF THE POLICE CHIEF KIMBERLEY COUGHLIN TO THE ANNUAL POLICE CHIEF’S CONFERENCE AND PAYING REGISTRATION AND LODGING FROM THE POLICE DEPARTMENT’S BUDGET.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

Captain Rick Koop presented a computer maintenance contract with Grant Midbrod of Midbrod Networking.  This contract would be for all city owned servers and computers, Library, Fire Department, Police Department and City Hall and it will save the City many dollars.

 

MOTION BY MEMBER NEPRUD AND SECONDED BY MEMBER FERRARI TO AUTHORIZE THE MAYOR & CITY CLERK SIGN A COMPUTER MAINTENANCE CONTRACT WITH GRANT MIDBROD OF MIDBROD NETWORKING IN THE AMOUNT OF $20,000 BEGINNING MARCH 1, 2007 TO DECEMBER 31, 2007.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

Attorney’s Report –

 

-                      Has received the animal control contract back from Crow Wing County and there needs to be some correct language pertaining to “City” and not “Township” at the rate of $2.50 per household for 1 year.  The County will take over all animal control issues within the city with the exception of barking dogs and cats which the police department will continue to handle.

 

MOTION BY MEMBER FERRARI AND SECONDED BY MEMBER SHANKLE TO AUTHORIZE THE MAYOR AND CITY CLERK TO SIGN THE ANIMAL CONTROL CONTRACT WITH CROW WING COUNTY AT A RATE OF $2.50 PER HOUSEHOLD FOR 1 YEAR.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

-                      A letter was received by city resident Les Chileen asking for abandonment of an alley by his property.  Mr. Chileen was present in the audience and Mr. Gammello informed Mr. Chileen of what he needs to do in order for the city to abandon an alley.

 

-                      The Developer’s Contract with Presbyterian Homes/Cuyuna Senior Campus has been received along with the proper funds and is ready for signatures from the city.

 

 

MOTION BY MEMBER NEPRUD AND SECONDED BY MEMBER FERRARI TO AUTHORIZE MAYOR SOVA AND CLERK NELSON TO SIGN THE DEVELOPER’S CONTRACT WITH PRESBYTERIAN HOMES/CUYUNA SENIOR CAMPUS.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

Engineer’s Report –

 

-                      WSN presented an engineering contract for services on the Presbyterian Homes/Cuyuna Senior Campus in the amount of $4,300.00 and now that the developer’s contract has been signed the engineering contract also needs to be signed.

 

MOTION BY MEMBER NEPRUD AND SECONDED BY MEMBER SHANKLE TO AUTHORIZE MAYOR SOVA AND CLERK NELSON TO SIGN THE ENGINEER’S CONTRACT FOR THE PRESBYTERIAN HOMES/CUYUNA SENIOR CAMPUS IN THE AMOUNT OF $4,300.00.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

-                      Mike would like to meet with the Public Work’s committee regarding the water tower, wells and treatment plant facilities.  A meeting was scheduled for Monday, March 5, 2007 at 9:00 a.m. in the council chambers.

 

Clerk’s Report –

 

-                      Asked for approval for attendance to the MN Clerk’s & Finance Officer’s Conference, Regional Clerk’s meetings and Clerk’s Institute for Cindy & Amee for this coming year. These meetings have been budgeted for in the Clerk’s budget for 2007.

 

MOTION BY MEMBER NEPRUD AND SECONDED BY MEMBER SHANKLE TO APPROVE ATTENDANCE FOR CINDY NELSON AND AMEE WINTER TO THE ANNUAL MN CLERK’S & FINANCE OFFICER’S CONFERENCE, REGIONAL MEETINGS AND CLERK’S INSTITUTE FOR 2007.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.
