February 11th, 2008

 

Pursuant to due call and notice thereof, the regular meeting of the Crosby City Council was held on Monday, February 11, 2008 at 6:00 p.m. in the Crosby City Hall Council Chambers.  The Pledge of Allegiance was given.

 

Mayor Dale Sova presided with Member Erwin “Buzz” Neprud, Member Debra Shankle, Member Edward Vukelich and Member David “Butch” Ferrari present.

 

Also present were Fire Chief Chuck Leonhardt, Police Chief Kimberley Coughlin, Public Works Foreman Steve Perpich, and City Engineer Mike Rude of WSN, City Attorney James Gammello and City Clerk-Treasurer Cindy Nelson.

 

MOTION BY MEMBER NEPRUD AND SECONDED BY MEMBER SHANKLE TO APPROVE PAGES 2 & 4 OF THE PREVIOUS MEETING AND ALL PAGES OF THE JANUARY 28, 2008 MEETING.  A VOICE VOTE: ALL AYES.  MOTION CARRIED.

 

MOTION BY MEMBER VUKELICH AND SECONDED BY MEMBER NEPRUD TO APPROVE THE CLAIMS FOR PAYMENT AS PRESENTED.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

Public Forum – Larry Young nor Brandon Turk were present

 

Public Comments – None

 

Unfinished Business –

 

-                      Sound system for Council Chambers – John Pribyl will be working on getting a quote to the city.

-                      Project Play – Beach improvements – Table

-                      City Administrator Position – Personnel Committee met with Jay Parmeter and he was given the applications that the council members came up with to do reference checks and when that is completed he will report back to the full council.

Reports –

 

Fire Department –

 

-                      There were 4 runs since the last council meeting

 

Police Department –

 

-                      Submitted a proposed ATV Ordinance and leash law for the attorney to review and put in proper form

-                      Conducted a search warrant in Pease and recovered stolen property that was stolen from Crosby earlier

-                      Officer of the Year is Mike Van Horn and he was presented a plaque by the Chief.

 

 

 

 

Attorney’s Report –

 

-                      Has heard nothing from Mountain View Holding Group regarding the trailer park issue

 

Public Work’s Department –

 

-                      Don Mooers was present to explain options for a generator at the pump house and the approximate cost of the generator and then the cost of installation of the generator.

 

Member Neprud inquired if we could get one from the base up in Duluth and asked Steve Perpich to check into this to see if one is available and report back at the next meeting.

 

Mayor Sova stated that funding may be available through Crow Wing County Emergency Management Department.

 

MOTION BY MEMBER NEPRUD AND SECONDED BY MEMBER SHANKLE TO AUTHORIZE DON MOOERS TO HOOK UP THE GENERATOR AT THE PUMP HOUSE IF THE CITY DOES ACQUIRE ONE.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

-                      There was a freeze up of water on Birch Street and it cost the homeowner $255.00 to have it thawed and homeowner stated that her plumber stated that her heat tapes were not plugged in since a new meter was installed and that is why it froze up.  Steve Perpich will look into the matter and report back at the next meeting.  Her new meter was installed in July of 2006 and we didn’t have water “runners” last winter.

-                      Steve will be contacting Rocky regarding the phone line at the tower to ring at his residence or cell phone.

 

Engineer’s Report –

 

-                      Submitted a proposal for WSN to prepare the state mandated Water Conservation Report in the amount of $2,850.00 with help from city staff.

 

MOTION BY MEMBER VUKELICH AND SECONDED BY MEMBER NEPRUD TO APPROVE WSN TO PREPARE THE WATER EMERGENCY AND CONSERVATION PLAN WITH THE HELP OF CITY STAFF IN THE AMOUNT OF $2,850.00.  A VOICE VOTE: ALL AYES.  MOTION CARRIED.

 

-                      Michael Halley letter of credit reduction information will be sent to the attorney for review and recommendation.

-                      The property across from Dave Peterson’s lot on Hwy. 210 assessments is being taken under advisement by the State of Minnesota at this time.

-                      Met with Buzz and the Serpent Lake Association regarding the DNR grant that that group has received.

-                      There is a frost heave on 4th Avenue & 3rd Street SW and that is on a county road, but there is another one just off of 3rd Street and Steve Perpich will check this frost heave out.

MOTION BY MEMBER NEPRUD AND SECONDED BY MEMBER VUKELICH TO RE-APPOINT CHARLES SELLERS TO THE PLANNING & ZONING COMMISSION FOR A 4 YEAR TERM.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

Clerk Nelson was asked to call Tommy Rollens to see if he would like to continue to serve on Planning & Zoning and report back at the next meeting.

 

Mayor Sova asked for and received permission to attend the annual Mayor’s Conference in Alexandria on May 2 & 3rd in Alexandria which is sponsored by the League of MN Cities.

 

MOTION BY MEMBER NEPRUD AND SECONDED BY MEMBER VUKELICH TO AUTHORIZE MAYOR SOVA TO ATTEND THE ANNUAL MAYOR’S CONFERENCE IN ALEXANDRIA ON MAY 2 & 3RD, 2008.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.
