February 25th, 2008

 

Pursuant to due call and notice thereof, the regular meeting of the Crosby City Council was held on Monday, February 25, 2008 at 6:00 p.m. in the Crosby City Hall Council Chambers.  The Pledge of Allegiance was given.

 

Acting Mayor Erwin “Buzz” Neprud presided with Member Debra Shankle, Member Edward Vukelich and Member David “Butch” Ferrari present.  Mayor Dale Sova was absent.

 

Also present were City Attorney James Gammello, City Engineer Tim Houle, Police Chief Kimberley Coughlin, Fire Chief Chuck Leonhardt, Public Works Foreman Steve Perpich and City Clerk-Treasurer Cindy Nelson.

 

MOTION BY MEMBER VUKELICH AND SECONDED BY MEMBER FERRARI TO APPROVE THE MINUTES OF THE PREVIOUS MEETING AS PRESENTED.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

MOTION BY MEMBER SHANKLE AND SECONDED BY MEMBER VUKELICH TO APPROVE THE CLAIMS FOR PAYMENT AS PRESENTED.  A VOICE VOTE:  ALL AYES.

Unfinished Business –

 

-                      Table the sound system for the council chambers and the beach improvements.

-                      City Administrator – After discussion it was decided to re-open the search for a City Administrator until May 1st, 2008 and to advertise in the Courier, Brainerd Dispatch, League Website and Minneapolis Tribune.  The applicants who applied prior will need to re-apply if they wish to have their application reviewed.

 

MOTION BY MEMBER VUKELICH AND SECONDED BY MEMBER FERRARI TO TAKE APPLICATIONS FOR THE CITY ADMINISTRATOR POSITION UNTIL MAY 1, 2008.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

New Business –

 

MOTION BY MEMBER SHANKLE AND SECONDED BY MEMBER FERRARI TO CLASSIFY LOT 5, BLOCK 12, WEST PARK ADDITION TO CROSBY AS “NON-CONSERVATION” TO BE SOLD AT A FUTURE LAND SALE IN CROW WING COUNTY.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

-                      A letter was received from MN DOT regarding the property at the intersection of Hwy. 210 and County 28 on the south side that they own and they state that they are not responsible to pay for any assessments unless it directly involves specific drainage improvements on their property.  Attorney Gammello was instructed to contact MN DOT about this parcel and assessments and to report back at the next meeting.

 

 

Fire Department – No runs since the last meeting.

 

Police Department –

 

-                      Chief Coughlin will be participating in the “Polar Plunge” on March 8, 2008 and is taking donations for the benefit.

-                      A draft ordinance for ATV’s and leash law has been prepared and all are to review for the next meeting.

 

Library Report – Librarian not present

 

Attorney’s Report –

 

-                      Received the 2 appraisals from Crow Wing County on the land out by the city garage and they came in at $22,000 and $24,000.

 

MOTION BY MEMBER VUKELICH AND SECONDED BY MEMBER FERRARI TO ACCEPT THE APPRAISALS AND AUTHORIZE ATTORNEY GAMMELLO TO NEGOTIATE A PURCHASE PRICE FOR BOTH PARCELS UP TO THE APPRAISED AMOUNT.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

Public Work’s Report –

 

-                      We are now on the list that the city is looking for a generator and Don Mooers has talked with them and they will let us know if something becomes available.  Steve Perpich was authorized to go to the cities and look at a generator if something becomes available.

 

Member Vukelich asked that Mr. Perpich stay for the full meeting as it seems that there is always something that comes up after he has left; Mr. Perpich indicated that it was not a problem.

 

Engineer’s Report –

 

-                      2008 Street & Utility project:  MN DOT needs the application from us so that we can hook into their storm drainage pipe on Hwy. 6.

 

MOTION BY MEMBER SHANKLE AND SECONDED BY MEMBER VUKELICH TO AUTHORIZE CLERK CINDY NELSON TO SIGN THE PERMIT APPLICATION TO MN DOT TO HOOK INTO THEIR STORM SEWER.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

-                      A pre-construction meeting will be set sometime in March and everyone will be notified as to the date, place and time. 

 

Steve Perpich indicated that a property owner on this project would like to have 2 water and 2 sewer connections to his property as he has a lot behind his current home and would be building there possibly.  Engineer Tim Houle will get with Steve Perpich on this issue to discuss.

 

-                      Now is the time to start to look ahead at the 2009 projects identified in the Capital Improvement Plan and will bring the information to the next meeting for discussion.

 

Clerk’s Report –

 

Clerk Nelson stated that she has been elected Vice-President by her Region II members of MCFOA to be voted on at the annual conference in March and needs a motion of support from the City to submit to MCFOA with the application papers.

 

MOTION BY MEMBER SHANKLE AND SECONDED BY MEMBER VUKELICH THAT THE CROSBY CITY COUNCIL FULLY SUPPORTS THE ELECTION OF CINDY NELSON AS REGION II VICE-PRESIDENT OF MCFOA.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

-                      Direct deposit of all payroll checks is tentatively set for the March 28th pay day providing that everyone has turned in the authorization forms, if things are not ready by then, April 11th payday would be the date to go “live” with direct deposit. 

-                      Unity Bank of Crosby has waived the initial set-up and monthly fees associated with direct deposit and they also wanted Clerk Nelson to convey to the City thanking them for being a good and loyal customer to the bank.
