March 10th, 2008
Pursuant to due call and notice the regular meeting of the Crosby City Council was held on Monday, March 10, 2008 at 6:00 p.m. in the Crosby City Hall Council Chambers. The Pledge of Allegiance was given.
Mayor Dale Sova presided with Member Erwin “Buzz” Neprud, Member Debra Shankle, Member Edward Vukelich and Member David “Butch” Ferrari present.
Also present were Police Chief Kimberley Coughlin, Fire Chief Charles Leonhardt, City Attorney James Gammello, and City Engineer Mike Rude of WSN, Public Works Foreman Steve Perpich and City Clerk-Treasurer Cindy Nelson.
MOTION BY MEMBER VUKELICH AND SECONDED BY MEMBER FERRARI TO APPROVE THE MINUTES OF THE PREVIOUS MEETING. A VOICE VOTE: ALL AYES. MOTION CARRIED.
MOTION BY MEMBER NEPRUD AND SECONDED BY MEMBER SHANKLE TO APPROVE THE CLAIMS FOR PAYMENT AS PRESENTED. A VOICE VOTE: ALL AYES. MOTION CARRIED.
There were no additions to the agenda.
Public Forum – None
Public Comments –
Sheriff Todd Dahl was present and informed the city about the Level 3 sex offender notification meeting that was held in the council chambers and that he was being released on March 10, 2008 and moving to Trommald.
New Business –
- A renewal application was received to allow charitable gambling at U-Pump-It for the C-I-A Hockey Association.
MOTION BY MEMBER VUKELICH AND SECONDED BY MEMBER FERRARI TO ALLOW CHARITABLE GAMBLING FOR C-I-A HOCKEY ASSOCIATION AT U-PUMP-IT AND TO WAIVE THE 60 DAY WAITING PERIOD. A VOICE VOTE: ALL AYES. MOTION CARRIED.
Reports –
Fire Department –
- 2 runs and 1 false alarm since the last council meeting
Police Department –
- The hiring process is underway for the new full-time officer. The oral interviews will be held the first part of April and should be on board by the end of April.
- There are 3 forfeited vehicles for sale
- There are 7 vehicles pending at the lot for drug & alcohol
Library Report –
- 30th Anniversary of the Jessie F. Hallett Memorial Library and Librarian Peggi Beseres passed out brochures about the library.
Attorney’s Report –
- The assessments for the Hwy. Department will not be paid if it isn’t in the right-of-way
- Received a letter from Crow Wing County Land Department regarding the purchase of the 2 parcels by the city garage.
MOTION BY MEMBER SHANKLE AND SECONDED BY MEMBER NEPRUD TO AUTHORIZE ATTORNEY GAMMELLO TO REQUEST FROM CROW WING COUNTY TO DONATE THE TAX FORFEITED PARCELS TO THE CITY OF CROSBY FOR THE PURPOSE OF BUILDING A NEW WATER TOWER, TREATMENT PLANT, WELLS AND A NEW CITY MAINTENANCE FACILITY. A VOICE VOTE: ALL AYES. MOTION CARRIED.

Public Works –
- Still waiting for word on a generator
- McGuire Iron will inspect the water tower in April and Steve will get a quote on painting the water tower
- There are pallets left in the park from Christmas in the park and they need to be removed.
Member Ferrari commended Steve Perpich on the good job that he is doing out there.
Member Vukelich thanked Steve Perpich for putting up the stop signs that were needed in SW Crosby.
Mayor Sova thanked Steve Perpich for cleaning the sewer lines on 2nd Street SE
Engineer’s Report –
- Mike passed out the map of the city showing where streets and alleys have been identified for repair/reconstruction according to the Capital Improvement Plan of the City. Member Neprud, Member Vukelich and Steve Perpich will get together with Mike to work on continuing to follow the CIP.
- There will be a pre-construction meeting on Friday, March 14, 2008 at 1:30 at WSN office in Brainerd. Members Shankle & Neprud may attend this meeting.
- The lift station at Heartwood has been installed
- Mike will be marking the corners from the survey that was done at the trailer park.
Clerk’s Report –
- The next meeting on March 24, 2008 will need to be at 5:00 so that the auditor can present the 2007 audit.
- The Spring Loss Control Workshop date through the League is April 22, 2008 in St. Cloud.
MOTION BY MEMBER NEPRUD AND SECONDED BY MEMBER SHANKLE TO AUTHORIZE ALL DEPARTMENT HEADS TO ATTEND THE LOSS CONTROL WORKSHOP IN ST. CLOUD ON APRIL 22, 2008. A VOICE VOTE: ALL AYES. MOTION CARRIED.
Mayor/Committee Reports –
- Mayor Sova received a letter from the school commending Maurice Slepica who serves on the school board for his commitment to the school.
- The cost to advertise in the Minneapolis Star Tribune for the City Administrator position will cost $1,237.00 per week or $9,890.00 until April 27, 2008. It was decided that it was too expensive to advertise there, but the ad is in the Brainerd Dispatch on Sundays through April 27th, the Courier and the League of MN Cities Website.
- The Personnel Committee will be meeting with the Department Heads within the next couple of weeks for their review.
