March 24th, 2008

 

Pursuant to due call and notice thereof, the regular meeting of the Crosby City Council was held on Monday, March 24, 2008 at 5:00 p.m. in the Crosby City Hall Council Chambers.  The Pledge of Allegiance was given.

 

Mayor Dale Sova presided with Member Erwin “Buzz” Neprud, Member Debra Shankle, Member Edward Vukelich and Member David “Butch” Ferrari present.

 

Also present were Fire Chief Charles Leonhardt, Captain Rick Koop of the Crosby Police Department, Steve Perpich from Public Works Department, Tim Houle and Michael Rude of Widseth Smith and Nolting and City Clerk-Treasurer Cindy Nelson.  Absent were City Attorney James Gammello and Police Chief Kimberley Coughlin.

 

MOTION BY MEMBER NEPRUD AND SECONDED BY MEMBER SHANKLE TO APPROVE THE MINUTES OF THE PREVIOUS MEETING AS PRESENTED.  A VOICE VOTE: ALL AYES.  MOTION CARRIED.

 

MOTION BY MEMBER NEPRUD AND SECONDED BY MEMBER VUKELICH TO APPROVE THE PAYMENT OF CLAIMS AS PRESENTED.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

There were no additions to the agenda.

 

Mayor Sova publicly thanked the Hallett Trusts for all of the good that they do for the City with the Jessie F. Hallett Memorial Library, Hallett Community Center, Project Play and others within the Community and that they are a wonderful benefactor to the City.

 

Public Forum –

 

MOTION BY MEMBER VUKELICH AND SECONDED BY MEMBER FERRARI TO ALLOW KEN MOE WITH THE POW/VFW GROUP TO USE THE PARK AND COOK SHACK FOR AT NO COST ON JULY 17, 2008.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

Audit – Tom Koop, Larson Allen

 

City Auditor Tom Koop presented the completed 2007 audit of the City of Crosby to the Mayor and Council.  He stated that the City of Crosby is in the best financial condition that they have ever been and one of his most stable cities that he audits.  He stated that they look at all debt and all funds that the city has and noted that the sewer fund is not keeping up with expenses but the water fund is in good shape and there is money available in the capital improvement fund and we should consult with our bonding company at budget time to see if we should pay off any bonds that the city has out there.

Overall he stated that there were very few adjustments that needed to be made at the end of the year and mostly the ones that they always do for us, and that we are in the best shape that he has ever seen this city in.

 

MOTION BY MEMBER NEPRUD AND SECONDED BY MEMBER SHANKLE TO ACCEPT THE 2007 AUDIT OF THE CITY OF CROSBY BY LARSON ALLEN AS PRESENTED.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

The sound system for the council chambers, beach improvements by Project Play and the City Administrator were all tabled at this time.

 

New Business –

 

MOTION BY MEMBER VUKELICH AND SECONDED BY MEMBER NEPRUD TO ALLOW THE MINNESOTA JUNIOR BASS FEDERATION TO HOLD A BASS TOURNAMENT IN THE PARK ON JUNE 26 & 27, 2008.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

MOTION BY MEMBER NEPRUD AND SECONDED BY MEMBER SHANKLE TO ALLOW THE CUYUNA RANGE LIONS TO HOLD A RAFFLE AT SUPER VALUE ON MAY 15, 2008 AND TO WAIVE THE 60 DAY WAITING PERIOD.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

MOTION BY MEMBER NEPRUD AND SECONDED BY MEMBER FERRARI TO ADOPT RESOLUTION #2008-02 DESIGNATING THE TWO POLLING PLACES FOR THE 2008 PRIMARY AND GENERAL ELECTION.  PRECINCT # 1 – CROSBY FIRE HALL AND PRECINCT # 2 – IMMANUEL LUTHERAN CHURCH.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

Public Forum –

 

Joe Stanich and Clark Marshall of the Serpent Lake Association were present to discuss the water runoff  on Cross Avenue and that the water is going into the lake and would like to see some type of rain gardens on the east side of the parking lot of City Hall.  At this time they are not looking for any money from the City, just gathering information and a packet was passed out to the council about rain gardens.

 

MOTION BY MEMBER VUKELICH AND SECONDED BY MEMBER SHANKLE TO SUPPORT THE SERPENT LAKE ASSOCIATION ON RAIN GARDENS ON CROSS AVENUE AND ANY GRANT OPPORTUNITIES THEY MAY RECEIVE.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

City resident Robert Albrecht was presented and he sits on the Soil and Water District Board of Crow Wing County and stated that the Serpent Lake Association would possibly get money from them to help towards putting in a rain garden.  Mayor Sova commended Member Neprud for his work and to keep up the good work on this project.

 

 

 

Reports –

 

Fire Department – Charles Leonhardt

 

Chief Leonhardt reported that there have been 3 runs since the last meeting.

 

Police Department – Capitan Rick Koop

 

 

-                      They are still working on the animal contract with Crow Wing County

 

Mayor Sova asked that the vehicles that are for sale be moved off of the grass at City Hall and also the vehicles at the Visitor’s Center.  They could be moved down to the City Garage.  Capitan

Koop will check with Attorney Gammello as to the care and custody of forfeited vehicles.

 

Library – Peggi Beseres, Librarian

 

-                      Family movie day is coming up at the Library

-                      The area writers group is sponsoring 2 literary poets and an all day writing class

-                      The volunteers at the Library will be recognized on April 29, 2008 from 6:30 – 7:30

-                      The Library Board has been looking at purchasing a new color copier for the Library and the cost is over the limit and needs approval by the Council.

 

MOTION BY MEMBER VUKELICH AND SECONDED BY MEMBER NEPRUD TO AUTHORIZE THE PURCHASE OF A COLOR COPIER FOR THE LIBRARY FROM THE OFFICE SHOP IN THE AMOUNT OF $2,800.00.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

Attorney’s Report – None – Attorney Gammello was not present

 

Public Work’s Department – Steve Perpich

 

-                      The sign at the end of Main Street is getting lights on it

 

Engineer’s Report –

 

-                      City maps were passed out to the Mayor and Council with different improvement projects that have been identified in the Capital Improvement Plan for the future.  No decisions were made at this time, but this map is a good tool to go by and that the city should look into funding for these projects.

 

Clerk’s Report – Cindy Nelson, Clerk-Treasurer

 

-                      Refuse hauling licenses are due for renewal from Range Disposal, Nisswa Sanitation, Garrison Disposal, Crosslake Rolloff, Blue Lakes Disposal and Waste Management.  The fee for the annual hauler license is $125.00.

 

 

 

 

MOTION BY MEMBER VUKELICH AND SECONDED BY MEMBER FERRARI TO APPROVE THE REFUSE HAULING LICENSES FOR 2008-2009 TO RANGE DISPOSAL, NISSWA SANITATION, GARRISON DISPOSAL, CROSSLAKE ROLLOFF, BLUE LAKES DISPOSAL AND WASTE MANAGEMENT.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

-                      Clerk Nelson announced that she was awarded a $150.00 Scholarship to the Clerk’s Advanced Academy for 2 days in July in Mankato at the annual Minnesota Clerk’s and Finance Officers Association.

 

Mayor/Committee Reports –

 

Member Vukelich stated that Mr. Perpich has been the working foreman for the Public Work’s Department for 6 months and that he should be given a raise at this time.

 

Mayor Sova stated that the union contract needs to be looked at first and then the Personnel Committee will meet and report back to the council.

 

Mayor Sova also noted that the Personnel Committee will be meeting with the Department Heads in the near future for their annual reviews.
