April 14th, 2008

 

Pursuant to due call and notice thereof, the regular meeting of the Crosby City Council was held on Monday, April 14, 2008 at 6:00 p.m. in the Crosby City Hall Council Chambers.  The Pledge of Allegiance was given.

 

Mayor Dale Sova presided with Member Erwin “Buzz” Neprud, Member Debra Shankle, Member Edward Vukelich and Member David “Butch” Ferrari present.

 

Attorney James Gammello and Clerk-Treasurer Cindy Nelson were absent.

 

Additions to the agenda:  Committees – Chamber (Member Neprud) and P & Z – (Mayor Sova)

 

MOTION BY MEMBER VUKELICH AND SECONDED BY MEMBER FERRARI TO APPROVE THE MINUTES OF THE PREVIOUS MEETING AS PRESENTED.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

MOTION BY MEMBER VUKELICH AND SECONDED BY MEMBER FERRARI TO APPROVE THE CLAIMS FOR PAYMENT AS PRESENTED.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

Public Forum –

 

-                      Charles Sellers – Beautification Committee requesting $600.00 for flowers.

 

MOTION BY MEMBER NEPRUD AND SECONDED BY MEMBER SHANKLE TO APPROVE THE PURCHASE OF FLOWERS FOR THE BEAUTIFICATION COMMITTEE IN THE AMOUNT OF $600.00 OUT OF THE ADVERTISING FUND.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

-                      Shirley Hale – Requesting funds for Community Center sponsorship for 8 events to be held at the Community Center.

 

MOTION BY MEMBER VUKELICH AND SECONDED BY MEMBER FERRARI TO APPROVE SPONSORSHIP OF $150.00 TO COMMIT TO GET FIT 5K, $350.00 TO THE CLASSIC CAR SHOW AND $500.00 TO THE ARTS & CRAFTS & WOMEN’S EXPO BEING HELD AT THE COMMUNITY CENTER AND THE MONEY COMING OUT OF THE ADVERTISING FUND.  A VOICE VOTE:  ALL AYES EXCEPT MEMBER NEPRUD WHO ABSTAINED FROM VOTING.  MOTION CARRIED. 

 

-                      Jim Wojiack  - Same sidewalk problem in front of his building.  It has been repaired 2 times.  The City will have WSN talk to the contractor who is doing work on the streets in the City to attempt to correct the problem.  Mayor Sova will talk to the City Attorney into writing up a document on this issue.

-                      Jim Christenson, Principal from the C – I School would like to hold its annual spring dance for grades 7 – 12 outside.  Held in the parking lot on the East side of the school, dance will run from 8:00 to 11:00, portable restrooms will be available. The dance will be held on May 2nd and if the weather is inclement we will then hold the dance on the 9th of May outside if able, if not, we will then hold it indoors.

 

 

 

MOTION BY MEMBER VUKELICH AND SECONDED BY MEMBER NEPRUD TO APPROVE THE OUTDOOR DANCE FOR C-I SCHOOL GRADES 7 – 12 ON MAY 2ND OR 9TH IN THE EAST SIDE PARKING LOT OF THE SCHOOL.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

New Business –

 

-                      Don Mooers presented a diagram of the RV sites in the park and of an electrical pedestal that could be installed in the RV sites with meters on them or no meters.  The approximate cost of the pedestals with meters $15,800 and no meters 13,900.  Don will bring this back to the next meeting.

 

Fire Department - There was no report

 

Police Department –

 

-                      There are 11 cars in inventory for sale and they are looking at an on-line auction and they are still looking for site options for the vehicles.

 

Library – A written report was submitted to the Mayor and Council.

 

Attorney’s Report – None as Attorney Gammello was absent.

 

Clerk’s Report – None as the City Clerk-Treasurer was absent.

 

Public Works – Steve Perpich reported on the following:

 

-                      Quotes have been received from McGuire Iron for interior painting of the water tower at a cost of $19,980.00 and installing 12” frost pipe at a cost of $5,310.00.

 

MOTION BY MEMBER VUKELICH AND SECONDED BY MEMBER NEPRUD TO ACCEPT THE QUOTE FROM MCGUIRE IRON FOR THE INTERIOR PAININT OF THE WATER TOWER AT A COST OF $19,980 AND INSTALLATION OF A 12” FROST PIPE AT A COST OF $5,310.00.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

-                      A letter was received from the State regarding Wellhead Protection was referred to WSN and they stated that we should get a hold of Rural Water to help us to complete the information that is required and it would be cheaper than having WSN gather the information. Steve Perpich will check on this and report back to the council when he has an answer.

-                      Question was raised inquiring if there was any money in the budget for paving the roads out at the Cemetery.

-                      Steve will get the west entrance sign fixed

-                      A sign is needed at the cemetery stating no permanent structures are allowed

-                      Visitor Center will open on May 1, 2008

Engineer’s Report –

 

-                      Tim Houle reported that they have received the drawings for Heartwood for their sewer and water and will get us a proposal for this project which the developer should reimburse the City.

-                      The 2008 street project will be starting the week of April 14 – 18 with clearing and grubbing and digging next week.  There have been some tree complaints.

 

Committee Reports –

 

-                      The Chamber of Commerce is holding the annual power boat races on July 26 & 27, 2008 and is asking for permission to use the boat landing and gave the Chamber permission to put a sign in the park where the Kinship Partners sign was as the posts are still in the ground.  Permission was granted to the Chamber.

 

MOTION BY MEMBER VUKELICH AND SECONDED BY MEMBER SHANKLE TO AUTHORIZE MAYOR SOVA AND MEMBER NEPRUD TO ATTEND THE MINNESOTA ASSOCIATION OF WOMEN POLICE OFFICER’S LUNCHEON ON APRIL 23, 2008 AT $25.00 PER TICKET BEING HELD AT GRAND VIEW TO HONOR CHIEF KIM COUGHLIN WHO HAS BEEN AWARDED THE FEMALE OFFICER OF THE YEAR. A VOICE VOTE:  ALL AYES.  MOTION CARRIED.

 

Planning & Zoning – Mayor Sova

 

-           Planning & Zoning recommends to approve a Conditional Use Permit of an “Area Identification Sign” on the Crosby Townhomes property located at 205 First Avenue NE

 

MOTION BY MEMBER VUKELICH AND SECONDED BY MEMBER FERRARI TO ISSUE A CONDITIONAL USE PERMIT FOR THE CROSBY TOWNHOMES SIGN WITH THE FOLLOWING CONDITIONS:  (1) THE SIGN SHALL NOT BE ILLUMINATED OR BE MADE OF REFLECTIVE MATERIAL. (2) THE AREA OF THE SIGN, NOT INCLUDING FRAMING, STRUCTURAL OR ORNAMENTAL ELEMENTS, SHALL NOT EXCEED 32 SQUARE FEET. (3) THE SIGN SHALL BE MAINTAINED IN GOOD REPARI AND CONDITION BY THE OWNER OF THE PROPERTY IN WHICH THE SIGN IS LOCATED UPON, OR SUBSEQUENT PROPERTY OWNER. (4) THE APPLICANT SHALL PLACE THE SIGN IN CONFORMANCE WITH SETBACK PROVISIONS OF THE ORDINANCE AS APPROVED BY THE CITY BUILDING OR ZONING OFFICIAL AFTER CONDUCTING A SITE VISIT WITH ONE MEMBER OF THE PLANNING COMMISSION.  A VOICE VOTE:  ALL AYES.  MOTION CARRIED.
